live, this is abc7 news. >> somehow the suspect was able to slip the cuffs to the front of his body, was able to open up the door, and escape in the police car. >> a daring escape, a man in custody, slipping away in an officer's car. good afternoon, i'm dan ashley. >> and i'm kristen sze. this afternoon the the search for the suspect is underway. this all started on holger way in san jose. with a call about a possible stolen semi. it got even crazier after police arrested their suspect, and he escaped with their car. >> police are now searching for the man andrew chris nguyen has been following this and has the latest. >> reporter: police continue their search for this man, andrew trujillo. suspected of stealing a san jose police patrol car fo of semi truck and was detained by officers. as 9 investigation was happening

outside, police say trujillo escaped from the back seat, moved to the front seat and drove off in the patrol car. >> it doesn't appear at this time the officers did anything wrong. they followed our policies and procedures. they handcuffed the suspect behind his back, placed him in the back of a marked police car. >> reporter: that patrol car ended up 25 miles away in hayward at this industrial park an claw witter wrote. abc7 news spoke off camera with a business owner who said she saw trujillo pull into the parking lot. >> she saw what is the stolen police car, park in a space, tuck itself in, and run up the driveway this way towards where r are now. perimeter around the industrial park but were unable to locate the suspect. however, weapons locked up in the patrol car which is a relief. >> it is under investigation and we'll have to determine how it happened and what we can do to

prevent it from happening in the future. >> reporter: the stolen patrol car was a chevy caprice similar to this one. police are checking to see if modifications need to be made to other vehicles in the fleet. trujillo was last seen wearing blue jeans, gray shoes and an orange campbells towing shirt with reflective stripes. >> that was chris nguyen reporting. the towing sister company is not an employee. one of the tow trucks was stolen a few wee ago and found in hayward where trujillo ended up this morning. police will look to see if the two cases are perhaps related. >> a long-time san francisco muni driver involved in a crash last month has died. 66-year-old milton james was behind the wheel of a bush that crashed on lumbar street. a dashboard camera captured video of the bus crossing the median slamming into a parked car. two passengers suffered minor injuries. it is unknown what caused the bus to veer and crash.

james forked for muni 38 years. >> let's move now to the ongoing battle over sexual abuse in the catholic church and how to address it. >> that was the topic at a panel discussion at santa clara university. this comes as local diocese plans to release the names of priests accused of abuse. >> abc7 news reporter carlos sacedo is live from jesuits university with highlights from the discussion. carlos. >> reporter: it's no secret that the catholic church is facing a sexual abuse crisis and today we heard from church leaders about how they are addressing these types of challenges. but we also heard from a victim, a priest who says that he was also abused. >> i come before you also not only speaking for victims, but i speak to you as a victim myself. >> reporter: in front of hundreds, father brendan mcguire shared his survival story of sexual abuse at the hands of a priest when he was younger. >> he waited till i turned 18 to make his final move so he

could -- so it could not be called child abuse. he said that even as he attacked me. >> reporter: the powerful testimony part of a panel discussion at santa clara university on the clergy sexual abuse crisis. mcguire's attacker was a notorious a beeser from boston who went to prison and later died. mcguire kept his silence until last month. >> it's been a painful reality for me to come to grips with part of it. i need to do that, too. people ask me to be an advocate for others and i knew inside my own heart i couldn't be an advocate for them if i couldn't be an advocate for myself. >> reporter: the church has been rocked with cover ups. the diocese including san jose and oakland plan on releasing the names of clergy members facing credible accusations of sexual abuse. >> what the church can do to recover from that is be transparent now and accountable now. that's why you'll see more and more diocese like the local diocese here opening up their

records. >> reporter: the san jose diocese has been holding listening sessions with parishioners and victims as a way of regaining trust. church leaders say structure reforms are needed to move forward. >> shouldn't this have been done a long time ago? >> yes, it should have been done a long time ago. >> reporter: and catholic leaders say that having more open discussions like today are necessary to help victims heal. now we can expect the san jose diocese to release the names of priests accused of sexual abuse by next week. reporting live in santa clara, carlos salcedo, abc7 news. >> carlos, thank you. a state fire investigators say pacific gas & electric power lines are the blame for last year's devastating cascade fire outside yuba city. the california department of forestry and fire protection say strong winds caused two sacking lines to touch, creating an electrical arc that sent molten material onto dry vegetation

morning 7:00 or so, we'll see lots of lingering low clouds. temperatures mainly in the low 50s. so how much of a warm up will we get tomorrow? i'll have the accuweather forecast coming up shortly. kristen? >> spencer, thank you. we have high surf in central and southern california right now. dangerous waves are hitting many beaches. some areas from san luis obispo to san diego are seeing waves as big as 11 feet. a beach hazard warning is in effect until friday. >> in the east bay today, officials mark the 150th anniversary of the 1968 hayward earthquake, i should say 1868 hayward earthquake by making sure bay area residents are prepared for any future quakes. new fema funding will allow more californians to get their homes retrofitted. the earthquake brace and bolt program offers $3,000 for code compliant retrofit grants. the program is expanding to include 76 more high-risk zip codes. >> we launched this pgr

2014 in a pilot ask in four zip codes, two north, two south, total of ten homes. that was 2014. now 6400 homes later we're making progress, but we have so much more to do. >> people can register for grants online today through november 13th. the officials say the hayward fault has been judged the most likely to produce a large earthquake in the bay area. >> early voting for next month's general election is underway. options vary county to county, but here's a look at the counties where you can vote in person right now. alameda, napa, san francisco, san mateo, santa clara and solano counties. all have at least one early voting location up and running. vote by mail ballots also started going out this week. if you haven't already, you still have time to register to vote in person or by mail. the deadline isctn is in four wn november 6th. from the state propositions to local measures and candidates, you want to read up and we have a complete guide to everything you need to know before you cast

your vote. just go to abc7news.com/election. and you know taylor swift fans are apparently taking up politics or at least a big interest. according to buzzfeed, vote.org has seen a big increase in voter registration since sunday. that's when the singer posted this. enkurnging her more than 100 million followers to sign up to vote. some of her fans are upset because she also endorsed two democrats. >> the nfl is mourning the loss of alex spanos, the long-time owner of the san diego, now the los angeles chargers. the son of greek immigrants, spanos used his self-made fortunate from real estate to buy the chargers. that was in 1984. he paid $50 million for the team now worth $2.2 billion. nfl commissioner roger goodell hailed spanos as a, quote, american success story. alex spanos dead at the age of 95. >> civil rights icon harvey milk

will be honored with a new terminal at sfo and we are now getting a look at the plans. terminal one, the harvey b. milk terminal will open in phases starting next july. these are renderings of what it will look like. the terminal will include an kpiblt of photographs of milk. they are letting members of the public submit pictures on their website. milk was the first openly gay supervisor. he was assassinate ed in 1978. >> now more to come this tuesday. is there a solution to san francisco's homeless problem? >> could more money be the answer? the proposition on the ballot that could make a difference. what it means for businesses and how it is expected to help the homeless. >> and people taking matters into their own hands to clean up the streets of san francisco. we'll have that story. a plus you are looking at live pictures from the red carpet at the american movie awards airing right here on abc 7 8:00. music awards, american music awards.

counties. san francisco has the highest number of homeless, roughly 7500 people, and that's can where our focus is tonight. >> several homeless advocacy groups and some ceos are supporting prop c, which would raise business taxes for homeless services. abc7 news reporter lyanne melendez is live on the embarcadero with more on this issue. lyanne? >> reporter: you know it's really interesting because san francisco mayor london breed has put homelessness at the top of her agenda, yet she is against proposition c. now, on the other hand, you have salesforce ceo mark benioff, a billionaire, he supports proposition c. so do a few tech workers. and here's why. tracy nixon was born and raised in san francisco. she's an outspoken supporter of prop c. she's got a job. she makes it a point to tell me she doesn't use drugs, yet she is homeless, living in a shelter

with her 8-year-old daughter. >> he i see all of these buildings being built every single day, but i can't afford to live in any of them. even with the subsidy, i still can't afford to live in any of them. >> these are our neighbors. >> reporter: today a few tech workers who admit they have contributed to the housing crisis are standing behind the measure which would tax big corporations. the monies would go to build more public housing, pay for temporary housing, shelter beds and more mental health services. >> these companies are receiving more money from these tax breaks and to be able to allocate a very tiny portion of this to doing something that really does do a massive step toward homelessness. >> reporter: the amount is not so tiny. one-half of 1% which could bring in $300 million a year. in addition to the more than 600 million, the city already spends. state senator scott weiner is not opposed to taxing big corporations, still he's against the measure, saying it lacks the proper safeguards. >> prop c will nearly double

what we spend on homelessness. without any kind of process to craft this measure and to put structure around how it will be spent. >> reporter: mayor london breed, the city's gate keeper has not been involved in structuring prop c. she, too, opposes the now, between 300 and 400 big corporations in san francisco would be taxed at a higher rate, now full disclosure, our station, kgo-tv, would be one of those companies affected. i'm live in san francisco. lyanne melendez, abc7 news. >> lyanne, thank you. the city keeps spending more and more money on services and supportive housing. this fiscal year the number tops $325 million. san francisco spends roughly $43,000 per person. if proposition c is approved, that number could nearly double. well, what do you think

users to post pictures, request cleaning and report other problems. in fact, it is more detailed. but the san francisco engineer who created snapchat says simplicity is key. sean miller moved here from vermont last year to the south of market area, got tired of seeing needles and trash. public relations director rachel gordon said they're aware of the app. >> people feel they need to get in touch with us with any kind ever cleaning request we encourage them to do that. it is about a partnership in keeping san francisco clean. >> citizens are also taking to twitter to call out the very visible problems on the streets. abc7 news recently featured video individual lan tease on twitter who posted the daily decay they witnessed. bitter soma and clean-up west soma want city hall to see these problems and take care of them quickly, within hours, not days, weeks or never. too soon to tell if the citizen social pressue is working but it is getting a lot of attention and that could be a start. >> indeed.

maybe you can tell by looking but it certainly is colder today. >> it is cooler. you can feel it in the air. spencer christian is tracking the forecast. >> temperatures have dropped 10 to 15 degrees in many bay area locations since yesterday. here's the live doppler 7. you can see the low clouds and fog near the coast line. beginning to push locally out over the bay. here's the view above those low clouds from mount tam. you see lots of blue sky from this view. 62 degrees in san francisco. 66 across the bay in oakland.

low to mid 70s in mountain view, san jose, morgan hill, 62 at pacifica. here's the view looking rather dark and omino fm looking westward as the low clouds advance eastward. it's 64 degrees in santa rosa now, napa 68. 73 at novato. 83 vacaville. upper 70s at concord and livermore. this is a view of the golden gate bridge. if you're driving on the bridge now, you're not seeing any blue sky. you should be paying attention to the traffic as well. here's a look at our forecast features. fog will be pushing inland overnight. cooling trend continues tomorrow, it will be warming up again the end of the week, going into the weekend. overnight conditions we'll see lots of low clouds, the coast and bay, inland as well. overnight temperatures will be mainly in the low to mid 50s, but a little bit cooler up in the north bay where santa rosa, napa, ukiah, lake port will see lows in the upper 40ilrae fr aut 62 at half moon bay to 64 in san francisco. 70 in oakland, 72 fremont. inland east bay mainly mid 70s. 76 concord, livermore up in the

north bay, 74 santa rosa. napa in the south 7 wl the high at san mexico and talk about hurricane michael, a dangerous and potentially deadly hurricane. category 3 right now with maximum sustained winds of 120 miles per hour. moving northward up towards the florida panhandle and if it says on the track it's on right now, it is expected to make landfall in panama city tomorrow midday about 12:00 noon to 1:00 p.m. with maximum sustained winds of 125 miles per hour and even stronger gusts are expected to continue up through the southeastern quadrant of the country over the next couple of days, into thursday and friday as a huge rain maker potentially producing flooding, rains, widespread flooding and of course strong damaging winds. we'll keep watching that for you. additional strengthening is possible. landfall again tomorrow afternoon around panama city. dangerous storm surge expected about 9 to proce life-threatening wind and rain. back to the bay area, much calmer conditions here.

>> announcer: live where you live, this is abc7 news. >> here are the stories making headlines at 4:30. authorities in san jose are looking for a man who stole a police cruiser despite being in handcuffs. police say 40-year-old andrew trujillo was in custody after being found in a stolen big rig when he somehow escaped and stole the police car. the car was found later in hayward, but trujillo remains at large. early voting is underway now in many counties across the state. in san francisco the city hall voting center is now open for early voting. contact your local elections office for more information. two cargo ships collided in the mediterranean sea near

corsica, france. one ship caused a hole in the other and caused a fuel spill that spread 12.5 miles. hurricane michael is off the gulf coast, a category 3. many schools and government offices in the panhandle are closed ahead of the storm. abc7 news reporter elizabeth her joins us live in panama city beach, florida, where a mandatory evacuation is in effect. >> reporter: that's right, kristen. that is the case. but unfortunately throughout the day, people have been coming here telling me they just haven't seen the reason to leave. and this is why. take a look behind me. the conditions right now, they're not too terrible. but officials have been stressing all day the worst is yet to come. with hurricane michael marching toward the florida panhandle, governor rick scott is not mincing words. >> if you're on the fence, don't think about it, do it. the storm can kill you. >> reporter: so far states of emergency declared across florida, alabama and georgia.ng

mexico and cuba overnight, leaving residents in michael's path here and the u.s. nervous. >> we woke up this morning and all of a sudden it was -- it was first a category 2, now it's looking like it's going to be worse than that so we're a little nervous. >> reporter: residents racing to prepare however they can. this is the scene in one super market in tallahassee. the shelves empty and the lines at gas stations long. fema is already on the ground, also bracing for the worst. >> you will see damage to infrastructure. you will see power outages. and services that we're normally used to will be interrupted as a result of hurricane michael. >> reporter: officials say michael could be theosdestructi florida panhandle indecades, and the major concern the storm surge. >> you cannot hide. there is no way to hide from storm surge. it's impossible. so get prepared and get out if

an evacuation is ordered. >> reporter: on top of that warning, this afternoon president trump also approved an emergency declaration for florida, meaning there is more help on the way from washington. bottom line, officials are not taking michael lightly and they are urging residents here to be equally vigilant. we are live in panama city beach, florida, i'm elizabeth her for abc7 news. kristen? >> we know michael is getting stronger, certainly flooding a real concern. what can we expect from this storm? >> reporter: well, kristen, forecasters tell us that storm surge, the big concern, could be up to 12 feet. and some parts of florida could see rain of up to 12 inches. but the power of the storm is what everyone is talking about. in fact, hurricane hunters just told abc news what they are seeing from above is the environment surrounding the storm, it is only conducive to making michael even more stronger. that only means bad news for

residents here, and they are saying if you have been told to evacuate, the time to get out is now. kristen? >> all right. ee l elizabeth her reporting live from florida. thank you so much. check out these images of hurricane michael captured out side the international space station. the space station is 255 miles over the storm. michael is expected to make landfall in the u.s. tomorrow. >> u.s. ambassador to the united nations is stepping down. president trump announced in the oval office today that nikki haley will be leaving her post apartments year's end. mr. trump said haley first informed him of her intentions to resign six months ago. the former south carolina governor said being the ambassador has been an honor of a lifetime. >> i am such a lucky girl to have been able to lead the state and to serve a country i love so very much. it has really been a blessing and i want tthk >>redent trump cal haley persont

she's someone who, quote, gets it. the 46-year-old says she has no immediate plans and denies she's running for president in 2020. vermont senator and former presidential candidate bernie sanders is coming to the bay area. it is part of a nine-state tour on behalf of democrtic candidates competing in the november elections. he will attend a rally in oakland at the -- on the 27th in support of congresswoman barbara lee. >> judge brett kavanaugh is now a member of the high court, hearing his first cases with the other eight justices today. his family was in the courtroom as he heard his first oral arguments. the two cases involved long sentences for repeat offenders. neither case was particularly controversial. kavanaugh asked his first question about 15 minutes into the argument. unlike during his confirmation hearings, there were no demonstrations inside the court today. >> on the supreme court, i will seek to be a force for stability and unity. my goal is to be a great justice ame. jr justice,

kavanaugh is seated next to justice elena kagan who hired him to work at harvard. they have a tradition of civility. before taking their seats, each justice shakes the hand of every other justice. >> a jail inmate said he was the victim of an assault campaign staged by deputies of the santa rita. they were on the steps of the alameda county courthouse that a group of deputies conspired to have other inmates to spray him with a mixture of urine and feces in a staged attack. >> think of the horribleness of throwing feces and urine on someone for the exact purpose of humiliating him, and also making him sick. >> the lawsuit does not specify

stand for the red woods as part of the save the red woods centennial celebration this week. director of science for the save the red woods league, a post she has held the past eight years or so. emily, welcome. glad to have you on. >> it's so fun to be here to talk about red redwood city. >> tell me about the event this weekend. what's the point? >> we want to invite everyone to join the celebration for red woods, the world's tallest forests. people can bring friends and family and visit 100 redwood parks, take a hike on the trail, get fresh air, escape city life. >> the first time i saw our giant red woods out here, it's just breath taking. it really is. it's spectacular. there is something magical about it. obviously the name of the organization, save the red woods, that implies they're in trouble. are our red woods in trouble? >> save the red woods has wog roct redwood years. the past logging reduced the

footprint, which means there is restoration work to do and we need to create a new generation of people who want to take care of our redwood forests. >> but to answer that question, are they still in grave danger? is something going on we need know about that's changing or is it just ongoing effort to preserve and protect? >> climate change is affecting everywhere, including our redwood forests. we are concerned about wildfires. so we're taking a very active approach to help make our redwood forests more healthy and we want to make sure they're ready when wildfires do burn through. >> which is obviously terrifying to people in your line of work when that happens. this weekend's festival, what can people expect to do, what's going to happen? >> come down to ayesyerbyerbye a gardens and learn about the tallest forests. we invite people to celebrate, listen to music, have fun with their families. which river parks they can visit and how they can pitch in to help save the red woods. >> they can donate and help that way. what other ways can they pitch

in and make a dnc encourage everyone to bring a neighbor, tell a friend. visit the redwood forest, let them inspire you. have that help raise awareness about what redwoods need to thrive. when we have more people experiencing the parks, getting that ennis praks, we know we're going to vote for redwood and we're going to be able to do so many things that will protect them for generations to come. >> okay. emily, what is the biggest challenge you have in your position save the redwoods, the thing you focus on the most? >> i'm personally working to help restore the forests that have been logged in the past. think about how we grow the next generation of old growth. these huge, tall trees. in so many places they just need a nudge in the right direction and we're working closely with parks to make that vision a reamount. >> how do you do isn't that? do you plant new trees, give them time to grow? you're talking about 100 years, 200 years, right? >> right. in some places we are doing planting. in other places it's other like weeding a garden. we need to reduce the density of trees because they're growing back too thick in patches. the

one year after the north bay wildfires, napa county is trying something new to avoid confusion so many people experienced last year regarding the evacuations. it was chaotic in so many instances. as abc7 news reporter amy holly field explains, it did not go quite as planned. >> reporter: the napa county supervisors meeting was going to be interrupted at 9:30 with an alert on everyone's cell phones. a welcome alert they wanted to

test called the i pause. >> it is a federal system that allows governments to issue alerts to anyone in a geographical area. >> reporter: the night of the fires a year ago, emergency workers sent out a nixel alert, but nixel is an opt-in program. they now realize the importance of reaching those who aren't subscribers. >> we have 170,000 subscribers now. we wouldn't have gotten a message to tourist with a nixel message. i look at that as a huge improvement. if we ever get the message. >> reporter: the director of emergency services was awaiting the alert at 9:30, but it didn't come through. they moved on to another presentation until the county executive officer announced fema was sending them a failure notice for the test. >> we were given the go ahead
